Tattoo Question!?

Where is the best place to get a tattoo that it can be seen…but also covered up when you want?
Im thinking of 2 tattoos ~ a quote (Change your thoughts, change your world) and also an anchor/heart design.
Im thinking ribs/side for the quote and shoulder/below my neck for the anchor…
..im clearly unsure so im still in early stages.
